Board committees are where the majority of the Board’s work takes place. The work of committees includes lots of direct, day-to-day work like approving clubs, overseeing executives, proposing initiatives or programs and approving funding. Further, all policy amendments are reviewed by their designated committee(s) before being sent to the Board. Committees are constitutionally required to meet at least once per month.
The Communications and Engagement Committee oversees and advises the work of the Communications Commissioner and makes recommendations for improving the UOSU’s communications. This includes proposing initiatives to improve the UOSU’s engagement and transparency, advising on the UOSU’s image and public relations, and directing the usage of the UOSU’s media and information technology resources. They also prepare the UOSU’s annual communications plan to present to the Board no later than September 1st.
The Clubs Committee oversees and administers POL-GEN-03, often referred to as the “Clubs Code”. They decide which clubs are officially recognized by the UOSU. They oversee the Student Life Commissioner and the Clubs Administration Service to ensure clubs are treated equitably and consulted. They also make rulings on appeals of clubs’ disciplinary decisions and may investigate and sanction clubs. They do not make decisions about clubs’ funding.
The Elections Committee oversees the UOSU’s electoral process to ensure integrity and fairness. They oversee, amend and administer POL-GEN-04, the Elections Code. They make rulings on elections appeals. They hire and oversee the Chief Electoral Officer and the Elections office. They also work the Communications Commissioner and staff to promote, run and organize the elections alongside the CEO. Finally, they approve the results of the elections before recommending them for ratification by the Board.
The Executive Oversight Committee manages timesheets of Executives, and ensure Executives are fulfilling their duties through check-ins and other methods of management. They execute the executives’ benefit policy and ensure requirements are being met. They also respond to concerns or complaints about Executives brought forward by members, and if necessary, conduct investigations.
The Equity Committee reviews the work of the Equity Commissioner. They propose initiatives and make recommendations for improving the UOSU’s equity-based programming, advocacy and internal standards. They administer and approve uses of the Equity Fund. They review and oversee a number of UOSU policies including the Accessibility Policy (POL-GEN-07), the Anti-Discrimination Policy (POL-GEN-08) and the Sexual Violence Prevention Policy (POL-GEN-21).
The UOSU executive team includes the seven Executives (the President, the Operations Commissioner, the Advocacy Commissioner, the Student Life Commissioner, the Francophone Affairs Commissioner, the Equity Commissioner and the Communications Commissioner) as well as the Executive Director. They manage the day-to-day operations of the UOSU. They administer POL-GEN-06, the Interim Executive Selection Policy.
The Funds and Scholarships Committee handles the club funding approval process, distributing funds quickly, fairly, and in a manner that ensures maximum ease-of-use for clubs while also ensuring that the UOSU upholds best financial practices. They review, amend and oversee POL-GEN-15, the Funds and Scholarships policy. They also administer the UOSU’s scholarship program and work with the Student Support Coordinator to oversee the administration of the Emergency Hardship Fund.
The Finance Committee oversees the Operations Commissioner and the UOSU’s finances. They advise on the annual budget, before it is presented to the Board of Directors. They approve expenses between $25,000 to $50,000. They oversee the UOSU’s business operations, including PIVIK. They review, amend and oversee the Budget Policy (POL-GEN-10) and the Procurement Policy (POL-GEN-19) to guide the UOSU’s operations, spending and investment.
The Francophone Affairs Committee reviews the work of the Francophone Affairs Commissioner. They propose initiatives and make recommendations for improving the UOSU’s francophone programming, advocacy and internal standards. They administer and approve uses of the Francophonie and Bilingualism Fund. They review and oversee the Linguistic Policy (POL-GEN-09).
The Governance Committee reviews and, where appropriate, proposes amendments to the Constitution. No constitutional amendment may be adopted by the Board of Directors without being proposed by the Governance Committee. They also have the authority to propose amendments to any of the UOSU’s General Policies, except the Elections Code.
The Advocacy Committee shapes the advocacy of the UOSU and oversees the Advocacy Commissioner, including petition signatures, public statements and support for external causes. They propose initiatives and make recommendations for improving the UOSU’s advocacy work on issues and topics that directly effect students, including academic, social and political advocacy, on and off-campus. They administer and approve uses of the Campaigns Fund. They review and oversee the Advocacy Policy (POL-GEN-14).
The Services Committee reviews and, where appropriate, proposes changes to the services and programs of the UOSU to ensure they are effectively meeting the needs of students. They oversee the UOSU’s 10 services centres. They review tri-annual term reports from service centres. They administer the Services Policy (POL-GEN-16).
The Student Life Committee reviews the work of the Student Life Commissioner. They propose initiatives and make recommendations for improving the UOSU’s student life programming and events. They oversee 101 preparation and conduct an annual review of the 101 Week Code (POL-GEN-05). They oversee and support relations with Recognized Student Governments and review, amend and oversee the Recognized Student Government Policy (POL-GEN-18).
